Closure of landfills

All non-conforming landfills in Estonia were closed to depositing waste on 16 July 2009 and have to be redeveloped by 16 July 2013. Redevelopment works are the second step, following the termination of the depositing of waste, towards the final closure of landfills. Redevelopment works include the concentration and compression of waste, the creation of sloping in conjunction with the specific features of the landfill site, and the covering of the landfill with greenery or other objects.

The budget of the measure is 630 million kroons and the third and also the last application round is currently open, applications are received on an ongoing basis (i.e. there is no specific deadline) until the budget volume is exhausted. Grants are awarded for the redevelopment of landfills not conforming to the environmental requirements specified in Annex 4 to the National Waste Management Plan for 2008–2013, in regards to which the Environmental Service or the Environmental Board has passed a closure decision.
